There's no shortage of analysis and opinion as to how to interpret/understand/appreciate DAD — suffice to say, it's deeper and more layered than is apparent on the face of it, such that it shouldn't be dismissed out of hand before consideration of its themes.
Bond being held captive was interesting, as was how he got out and back into MI6... this movie has edge, beautiful views and exotic locales, sexiness, intrigue.
That out of the way, here's my ranking of Brosnan's four:
4th: The World Is Not Enough
3rd: Die Another Day
2nd: GoldenEye
Number 1: Tomorrow Never Dies

I would agree with your assessment that TWINE is the worst Brosnan Bond film. The first Bond film from the writers who would go on to be responsible for the Daniel Craig run.
Bizarrely though they are also responsible for this one, which feels like the last proper Bond film to me and the Brosnan one I'd rate highest.
I'd probably rank them:-

Clearly, TWINE sinks as it should, and I could even go almost as far as to suggest flipping a coin to rank the other three. The one thing that really bugs me about GE is having that car yet not shooting the stinger missiles - unforgiveable! I might also add that it doesn't have a final kiss while ignoring M, which is just the proper way to sign off a Bond movie. But that tank scene is so outrageously delicious!
TND's villain is interesting and actually funny, and his final death is wild! And Wai Lin and Jinx are two of the most capable, sultry and underrated Bond girls ever.
Your ranking DAD is courageous, kudos!
And, as for Craig, this exercise has helped me appreciate that Carig's Bond is actually a reboot to a closer alignment to the original Bond of Ian Flemin's novel. Yes, Broccoli and Connery adapted Fleming's Bond but sufficiently changed it (and won over Fleming) and the die was cast for all those who'd follow, up to Brosnan.
Given there was so much competition for action espionage, it can be argued there may not have been anywhere else to go with that model of Bond, so they had little to lose by exploring Fleming's Bond. I had to go through all of this in order to give Craig's Bond a fairer evaluation on its own merit and, now, I'm actually kinda looking forward to it!

The thing that always annoys me about TWINE is that they had Begbie - Begbie from Trainspotting! - in Robert Carlyle. He could have been an iconic Bond villain and yet they somehow manage to make him as limp as the film itself!
Plus I think it seeds the genesis of the "Team Bond" rather than James Bond of the Craig movies, with the expanded role for M and her bizarre out in the field activities, which seemed way more unrealistic than anything we see in Moonraker for example...
I'm going to get TND for some Christmas viewing. As I was saying in another thread for some reason (after Midi-chlorian Jnr's recent insistence we got the Dalton films!) it's the only one we don't have. From my last viewing though I do remember it being a lot of fun. As per Goldeneye's tank scene, I thought the remote controlled car scene was a classic. And the Dr. Kaufman character was just hilarious and would have fit beautifully into a Sir Roger effort.
Funny you mentioning Fleming's Bond because bizarrely it is always this film that I most closely associate with the books (along with the TLD), in particular the opening. I think that it's after the events of YOLT Bond loses his memory and gets captured by the Russians. They attempt to brainwash him and send him back to London (I think this is in TMWTGG) in order to kill M. Plays out very similarly but with the North Koreans substituted in for DAD.
