You can only imagine the Bond producers watched Robert Carlyle turn in his brilliant performance as the menacing, psychotic Francis Begbie and thought this guy could be a fantastic Bond villain. And they'd have been right. Sadly though it didn't happen in this damp squib of a Bond film.
Very poorly written character, supposedly impervious to pain but, whilst you think this will be showcased in some special manner down the line, the best we get is to see him holding a hot rock. Magical stuff. Not.
Otherwise he's fashioned in almost an identical manner to his supporting goons - short, bald, leather jacketed - and his delivery is utterly flat.
Such a shame because he could surely have been up with the great Bond villains but instead this role dooms his appearance to be as forgettable as this dreary film itself.

I liked the movie, but you're right about Robert Carlyle being wasted in this film as the villian. His character would have been a lot better if he had played it like he played Dr. Nicholas Rush in Stargate Universe. In that role you could never really decide if he was a bad guy or not (but in a good way).

@The Midi-chlorian Count What did you think about Carlyle's character relationship with Elecktra? I think that this is a case of reverse Stockholm Syndrome.
