Could be. There was no way to know, of course, until Walker/Lark shows Ethan the picture of Julia (who for a split second he thinks is Elsa).

I just watched Rogue Nation for the first time about a week before Fallout was released. When Ilsa was introduced during the interrogation scene at the beginning of the movie, I was wondered for a moment why Ethan's wife would be at that location. It took me a minute to realize that it was Rebecca Ferguson rather than Michelle Monaghan. I think they do have some similar features, but in a side-by-side comparison, I would not confuse the two.

The first few times I saw the trailer, I thought it was Ilsa who was asking Luther how Ethan was, and I would think, "why are you asking him that, Ilsa? You already know!" Then when I saw the movie, it turns out it was Julia, not Ilsa!
