Loud sounds while K is outside eating rice (before a prostitute speaks to him)

At the beginning of the scene where K is outside, eating rice and before a prostitute speaks to him, there are some really loud, deep sounds. Are they meant to be the sound of some industrial process? Or just the sound of cyberpunk dystopia?

I don't understand. The topic is the loud noise? I don't know exactly what he's eating but the prostitute refers to it as rice.
