the CGI really let the film down in some scenes.
However, I loved the human drama and political satire.

I found it about even with "Final Wars." 1/5 for both but worse than "Godzilla" (2014), 2/5.

As a commentary on Bureaucracy Shin Gojira is head and shoulders above Godzilla Final Wars which was nothing more than a WWF spoof. American audiences have a skewed view of the Godzilla movies after years of Saturday morning re-runs.

This movie was great, loved it. I'm not even going to complain about CGI, it was good enough and in some scenes it was even pretty awesome. And I'd also like to point out that I think that the CGI of Godzilla was a design choice. Not only does it pay homage to the original, but it makes sense that there isn't a lot of jiggling muscles and stuff as it's covered with hard outer shell, kinda like a rock monster. Looked pretty good when they where cutting up buildings and planes and stuff too. Only thing was that in some scenes Godzilla looked a bit superimposed on the background rather than part of the city, but it doesn't matter.
Loved how the "American" girl had a terrible accent, clearly she's Japanese, way to get the US back for butchering every language on Earth for decades lol

Bringing out the parallels and issues dealing with Japan's government, Fukushima, UN, and US-Japan relations was a really good idea but I think some of it went just went on for far too long. It cut into what could've been a lot more "Godzilla action". A fifty-fifty split between monster action and talking heads would've made this a much better movie.
