No, M:I is not part of the MCU. You will need a little more than a couple of agents who happen to share the same name. Now if Nick Fury showed up and handed Ethan Hunt an assignment, then you might be on to something.

I wouldn't ever trust a sith lord, so I'm going to say it is absolutely part of the MCU and the sith are just trying to cover it up because they're a-holes.
