They were acting like deaths in this movie would matter more and be permanent but they just off everyone so it's clear that they are all coming back and plus maybe quicksilver. But to be fair they may have to just meant that the deaths would at least last a whole movie.......cause marvel fails at keeping people dead that long.

I think it's pretty obvious that everyone who was "dusted" will return. Also, it's been theorized that Gamora could return due to the connection to the Soul Stone somewhat evidenced by the fact that Thanos saw her appear to him, as a little girl, after she was dead.
