As for arrogance in female characters, it's the way that it is done that is the problem. The arrogance in male characters is never shown as a strength, it's a weakness. Tony's narcissism has been shown as a flaw right from the get-go. It's even explicitly stated many times, "list of character flaws" speech in Iron Man, he is initially rejected for the Avengers initiative because of his narcissism, Steve Rogers rips into him in the Avengers
Thor loses his power because of his arrogance and has to learn humility before he becomes worthy again. The ancient one says to doctor strange "you became a doctor to save one life, and that is your own".
What tends to happen with women is that we as the audience are supposed to see a woman's arrogance as being a cool thing. Shuri is snarky to Banner and Stark when she is telling them how to get the stone out of Vision's head. This is done to show us how clever she is and how she can outsmart the two biggest geniuses in the Marvel universe. It is not shown as a flaw. She never has to pay a price for being arrogant.
There is some truth to what you say, but I think there is a bit more to it than that. I mean, Tony Stark's arrogance is one of his most appealing qualities, I mean, everyone loves Stark's sarcastic quips 'no hard feelings pointbreak' etc, well those quips are a reflection of his arrogance.
Audiences tolerate Tony's arrogance because, despite his arrogance, he still comes across as charming. To get out of the MCU, this is also true for a character like Doctor House. House's arrogance is 90% of the fun of that show.
Now, the problem with female characters who are written to be arrogant is that their arrogance is not intended as a way to charm an audience, but as an attempt to be 'tough'. Whenever writers want to show that a female character is 'tough' they almost always overdo it and make her insufferable and write her as something of a psycho.
Examples: in Captain America: The First Avenger, just after Steve gets his shield, Peggy Carter walks in, sees Steve apparently flirting with another woman, gets jealous and quickly pulls out a gun and starts firing at him, shots which he deflects with his shield. This is played as if it is charming or funny, but it isn't. It is psychotic! At that point, Peggy had no way of knowing that the shield would deflect the bullets or that Steve would be able to react in time, as far as she knew, she was going to hit him and he would fall over dead. This isn't funny or charming, it's creepy.
Another example is in the horrible Daredevil movie, Matt asks her out, and she responds by assaulting him, assaulting a man that she knew to be blind! This is violent, psychotic behavior!
As long as writers keep thinking that the only way they can show that a woman 'tough' is by having her act like a crazy psycho, the problem
will not get better.
Yeah, I really do not like stuff like this in movies these days. It really makes me cringe when they just HAVE to have the female characters act like nutjobs to appear "tough" or "cool" in that manner. I truly despise that. Give me well-written characters who make logical sense based on a buildup or character history, whatever. Sometimes they do a good job with this, but far too often it seems like the same crap as these examples you listed here.

Yeah, I really do not like stuff like this in movies these days. Give me well-written characters who make logical sense based on a buildup or character history, whatever. Sometimes they do a good job with this, but far too often it seems like the same crap as these examples you listed here.
