The scene at the end with old Steve, Bucky, and Sam did not go as I was expecting. If the original plan was to have Bucky become Captain America eventually, do you think these comments from Sebastian Stan at an opening event for Civil War led Feige and company to alter those plans and go with Sam instead?

could be about box office. maybe feige saw the money black panther made and thought anthony mackie could potentially bring in more money? plus while sam could play cap for now, it doesn't mean bucky could not become cap at a later date.
i will admit that i was disappointed that sam wilson was chosen over bucky. given bucky's super strength and fighting abilities he would be more effective.
i hope we have not seen the last of sebastian stan in the mcu. he may end up being part of the black panther franchise as the white wolf?

It is simply being faithful to the comics, Sam Wilson is the one who adopted the identity of Captain America after Steve Rogers retired

Bucky was Captain America long before Sam Wilson

Seeing as both Falcon and Winter Soldier are getting a television show together neither of them really makes sense seeing as the show is called Falcon & Winter Soldier not Captain America and Winter Soldier unless they change it now that this movie has came out.

Maybe it's just me, but a spiffy new shield would hardly make me want to give up the ability to fly....

I agree he's got no super powers the shield seems pretty useless for him unless he just stands and hides behind it every battle. Also why is being the Falcon not good enough for him.

Falcon doesn't give up his wings as Captain America in the comics.
