I mean Nova is mute. But she isn't dumb. She learns sign language, She gives Caesar food and water and understands him when he tells her to hide. And when the colonel goes mute. He clearly understands his situation. The Colonel says people are going mute and dumb. But dose he think there dumb. Because there mute. I guess my question is. Are the humans just going mute or are they become more animalistic. The movie doesn't make it that obvious. Either way losing the power of speech would disrupt human society.

Great observation, and truly a sign that the script must have been rushed. I read an interview with Reeves in which he said that the reason they put in Bad Ape was because some girl had asked him if the effect on the Apes was global or local.... in other words, until this fundamental question from a little girl, he had not given it much thought. That is insane imo. And so I (and full of bias) jump to the conclusion that the virus was also a sort of last minute add, because humans need to devolve in one way or another to support the story ark.

And so my answer to your question is; since the original from 1968, which these three are the prequals to, have humans as primitive none speaking animalistic beings, the virus will eventually make all humans as so. Though Nova (that is Heston's girlfriend) in those first two movies do show promise above the other humans we meet there. So to support the movie I will say the effect of the virus varies but do eventually effect intelligence over all… Nova’s future will likely eventually be as a good dog is to us.

Yeah, it's not that clear. Perhaps more will be known in the next series of movies.
