My guess no, 89 was already first year of Batman, it was implied he had only been operation for like a month, the police didn't know he existed until the Axis Chemicals incident and Catwoman does appear until the second film.
Big part of Year One's story is Batman gaining the trust of Gordon since 89 already contradicts that and audiences wouldn't have been ready for a superhero where he only battles ordinary criminals and mobsters.
