It's an interesting dilemma. The main cast on TMDb should be the main characters and even with limited screen time, one must say he is a hugely important character... I think given the title of the film it really isn't a spoiler that there's a character named Bill. I wouldn't place him at the end of the list, but I could see moving him so he's not in the top 9 spots and end up in the top billed cast area.
