I believe it is fairly obvious that the "man in the hat" was the other person with the watch in the photo. It begs the question why neither officer wanted to investigate the man to seemingly got sexual gratification from under age girls who were tied up against their will. For example, by checking the watch against the photo? But no, lets just leave the pervert to prey on more girls. I found it a bit bizarre and it takes a point off for me.
