In Ching Dynasty, surviving retainers of Ming Dynasty swears with blood to restore their country. Hwang Baek who is greedy for power, brutally kills them but the master Mok-ryun defeats him every time. Kang Shi-baek, the lord of Haedong, has a daughter, Chung-chung, who is engaged with Chon-ryong. Baek-ho asks to marry her also. Hwang-baek plots against Kang Shi-baek and puts him in jail. 청조에 멸망한 명조의 유신들은 조국광복을 위해 혈맹으로 맹세한다. 총독자리에 눈이 어두운 황백은 혈맹의 구신들을 무참히 살해 하나 그때마다 협객 목련도사(삿갓)가 나타나서 격퇴시킨다. 한편 해동에서 맹주인 강시백의 딸 청청과 정혼한 사이인 천룡이 나타나며 당대의 고수인 백호가 청청에게 정혼할 것을 강요한다. 황백은 심복 마태산을 시켜 맹주 강시백을 속여 투옥하고 참수형에 처하려 한다. 이때 2명의 목련도사가 나타나 황백 일당을 처치하고 삿갓을 벗은 천룡이 가짜 목련도사인 황백과 마지막 대결을 하여 처치하고 청청과 길을 떠난다.
