Why did the other veterans back out of helping Jacob in the investigations? At first, they were all adamant about getting help. I couldn't quite understand that. I know the chemist later explained what happened, but what was up with the guy saying Jacob never served in Vietnam? Was it the fact that all of those guys were dead already, or they just didn't want him to find out that they basically all killed each other? I was confused about this.

It is implied that the government is trying to keep what happened a secret. I assume that the guys that dragged Jaboc into the car also got to the other veterans and told them to drop the case and act as nothing happened. They probably sent paperwork to the lawyer to discredit Jacob and the other veterans to show that they were never in Vietnam, when in fact they had been.
