I agree. The film has the structure of a comedy, and humor is used to drive the plot, similar to Charade, To Catch a Thief, and The Lady Vanishes. The tone is closer to Austin Powers than most Bond movies. It doesn't just have a lighthearted tone like Rear Window or a handful of humorous moments like The Man Who Knew Too Much. The film is, first and foremost, a farce.
