I remember a Law And Order SVU episode where a woman was like 28 and she was passing herself off as a little girl in the foster system until she was finally caught. And there were only a 5 year difference between Esther and the SVU woman. Maybe Esther made fake records or altered records and then happened to "Wander" into the Orphanage. She could have just said something like,"My parents were just shot and killed and I have no other family! Will you take me in?"

This this ep show how she was able to pass them off without inquiry?

In the movie It was the same Ester falsified the records.

But that does sound plausable that she made up a story.

In the SVU episode, the 28 year old woman was actually pretending to be a 16 year old high school student, not a little girl as I originally said. Her secret was found out when she was a suspect in a murder. FBI tend to go into detailed background checks when someone is a suspect, which is how she got busted.
