Everyone on the Council probably had a hand in training Obi-Wan even though he was Qui Gonn Jinn's padwan. Maybe Yoda was Kenobi's trainer when he was a youngling, or before he was assigned to Qui Gonn Jinn.
He did. He trained Obi Wan in the Making of the Jedi Morning Coffee. It was a key role for those interminable and endless council meetings. However, war broke out before he could be trained in the Art of Making the Buttered Scones.
Pity. That aspect of his training could have ended years of destructive conflict.
That plus the fact that the Sith DID complete their training. I was confused about why a trade war erupted at the beginning of The Phantom Menace, leading to the rise of the Empire. Then I discovered that Lucas had filmed and removed a key scene involving Darth Piteous (a lesser-known, less-effective Sith Lord) whereby he trained Darth Maul in the Force Bogarting of the Co-Worker's Lunch Sack.

If the dark side has heirarchies so can the Jedi.
