While I haven't seen this movie, I did see AnnaSophia Robb in Soul Surfer (2011) — not only did I/we (as in, my family) like that movie, it's currently cruising at a 70% rating here on TMDb. So, there is a critical audience for these kinds of movies.
And, in terms of ROI (FWIW), both movies landed in roughly the same ballpark:
Because of Winn-Dixie (2005) paid $2.33
Soul Surfer (2011) paid $2.62
So, not big money makers, but enough to cover the bills while putting uplifting messages out there.
And, hey, one more note on the ratings here on TMDb...not long after Amazon shuttered IMDb's message boards and a lot of people from there ended up here (including me), it was noted in other discussions that TMDb's ratings tended to skew lower than IMDb, and it was refreshing. IMDb seemed to have a lot of non-critical "I loved this movie, so 10/10" type of ratings, while TMDbs users seemed more critical, literate, and more inclined to rate analytically than emotionally. And, even though the average ratings across TMDb have been noted as creeping upward (so I've read in threads, I've no inside data to quantify the degree to which this may be true, if at all), it's still a little more sober a rating system. As such, ratings in the 60s are decent, and 70 and up gets into serious territory, this site just doesn't throw 90s and 100s around cheaply.

If you haven't seen it, on what basis would you suggest 64% is lower than it should be rated?
64% is a pretty decent rating. After you've seen it, let us know how you rated it and why.
