So, in the end Hoffman's character was betrayed.

And maybe he brought this on himself? with his arrogant, go it alone, play by my own rules attitude - he alienated - perhaps not only other agencies, but maybe even people within his own charge?

There was a narrative at the beginning of the film that placed some of the blame for 9-11 on intelligence failures; agencies not sharing intelligence; not working together.

At the end, Hoffman's character - furious - looks at his partner (Irna Frey) and she stares back with an expression that I can't read. And then he gets into a car and drives off - alone. Hoffman's character seemed very alone, none of the member's of his unit came to him and even Irna seemed distant.

Was it Beirut all over again - a failed mission under his leadership? even Irna now saw him as a failure?
