The official reason is purely financial.
She says she was offered less money than she got for the previous film, Leonard Nimoy says her agent demanded 10 times more than she got for the previous film which would have been more than DeForest Kelley.

Whichever is true it's a damn shame because she was MUCH better than Robin Curtis.

I agree. It seems they could have reached some sort of middle ground in negotiations. Oh well.
If Robin Curtis could have played a different Vulcan, it would have been a little more palatable.
