Hard to say. There's a certain element of tradition in these polls. Is Citizen Kane really that much better than every other film that came after, including more recent "perfect" pictures like The Godfather: Part 2? Or perhaps a culturally-influential film like Reservoir Dogs? Or even an animated film that was wildly successful, like Toy Story 3? And what makes Sight and Sound THE authority on what the best film is?
I think that organizations like S&S are forced to pick familiar, well-regarded titles for their "Top-Ten" lists because it's expected of them. By choosing such old, classic films it lends them a scholarly air, like a professor that walks around with Chaucer tucked under his arm. Does reading Chaucer mean they're more erudite than the rest of us, or is it simply an act of pretention?
Any time someone makes such a list, though, whether it's in a magazine or on YouTube it's always ridiculously subjective and in the end means something only to those that permit S&S, or PewDiePie, to dictate taste.
I enjoyed Citizen Kane, but if I want to watch an Orson Welles movie I'd much rather watch The Third Man any day of the week. In that era, I much prefer The Maltese Falcon (released the same year) or The Big Sleep. But no, I don't think any film will displace Citizen Kane, perhaps ever, because there's simply too much tradition behind the choice.

At some point the Star Wars nerds will have their way and it will become the top movie... Citizen Kane was made in the 1940s, Vertigo in the 1950s... by the time another generation of film critic dies out it will be Star Wars' turn as it was made in 1970s... Star Wars people are already making it to the top of industry and politics around the world...
Don't worry, it's still a long time until the generation raised on marvel and pixar movies starts defining cinema... thankfully they're too young ;)
Just kidding... I think Godfather I or II will make it. The original versions, not the ones on netflix that are reedited. The Godfather is a massive influence on the generation of directors that came after it... Even directors born after the film was released are influenced by it... Gordon Willis' cinematography changed the way narrative films were shot... and every male actor has wanted to be Pacino or De Niro in the Godfather at some point... I think it's a matter of time before it starts making it's way to the top of the lists...
Personally, I'm undecided about which is the greater film between Godfather I&II, Vertigo and Citizen Kane... Interesting discussion guys...

For the most part, yes.
No, because "fun" doesn't always have to mean that you're laughing at something. Horror can be fun, mystery can be fun, suspense can be fun. I myself am not overly fond of drama as a genre, but usually drama does include comic relief moments. The point is, every individual has their own idea of what is "fun" and watching movies is, supposed to be fun in the sense that it's supposed to entertaining.
"Citizen Kane" isn't THAT boring, but I have always believed it is critically acclaimed for its technical aspects - which I will not pretend to even understand - more than anything else.
