Will we ever get a Tony Gazzo prequel spinoff?

I think we'd all agree that the Rocky series never truly recovered from the unceremonially dumping of Tony after Rocky II.
However wouldn't it be fantastic to get a Tony focused Prequel showing his rise to the top of the Philadelphia crime scene? Perhaps we could even see a young Rocky cameo with Tony sending him out to inflict some violence on some protection money evaders.
