Who fathered the Miser Brothers?

First of all not sure if they are full brothers or just half-brothers? If it's the latter then Old Man Winter would be the best guess for the Snow Miser. Not sure about the Heat Miser. Could be Father Time who did have that little lock of orange in Rudolph's Shiny New Year.

They are step brothers. I remember one of them stating that. That means Mother Nature is really only mom to one of them. Maybe fathered by different elemental spirits, fire and water.
