OK, so after the graduation at the beginning of the film (when the Governor announces they're going to be closing one of the academies), Mauser goes into a$$ kissing mode with the committee and the Governor. At one point, he says "I think I speak for everyone when I say...", and then Jones cuts him off with some indecipherable grunting, but the reactions of everyone, including Mauser himself, implies something obscene was said. Then when he says "What I meant was...", Jones repeats the maneuver, with the Police Chief runs over to Mauser and telling him "You're making the Governor SICK!".
So, what I want to know is, was that something that was changed at the last minute? Did Michael Winslow actually say something obscene that had to be cut to get the rating they wanted? Was it something that test audiences didn't react well, so they dubbed it over with incomprehensible grunts, or what?
Or is there supposed to be some meaning to the grunts as heard in the film that I'm just not getting?

I'm not sure. The grunting is pretty funny, though
