The title should be Halloween H20: 20 Years Later.

The opening credits support your claim. I'll let someone else make the final decision just in case I haven't researched this deep enough.

Well, "Twenty" looked wrong. The old trailers I checked all used "20":

But the end credits/billing title seems to always be "Halloween: H20". It's a title frequently used by the press at the time and it also appear to be used by Dimension Films:
