If they found it they would've assumed other foster children had broken it and buried the doll. They had a bunch of you'd and they could easily say they had another or bought another

I guess they had a count of toys available. It could easily be one of the kids who buried it. But why would they try and hide it? Andy was already scared and he wanted his worries to be calm until he made his move.
