Why didn't they just bring Tommy back as the bounty hunter?

I mean that would have made so much more sense, instead of bringing in this random black guy in a cowboy hat, named Creighton Duke, that somehow knows everything about Jason even though we've never seen him in any other movie.
Why didn't they just make that character Tommy Jarvis? Who cares if they couldn't get Feldman or Thom Matthews back, just cast some dude in his late 20's with short blonde hair and say he's Tommy.

I wish they had. Duke was suppose to have a flashback scene in the script where his girlfriend was killed by Jason but it was cut.
I prefer they had. Tommy was a great hero and o wouldn't mind if he learned he was a body hopping demon from one of those books he read in six.
