Kevin Feige calls it a political thriller masquerading as a superhero movie, I call it MCU at its very best!
The Russo Brothers proving they have the MCU golden touch right from the start
The action scenes are all superb from the elevator fight to the car chases to the grand finale on the heli-carriers.
IIRC it was this movie that turned Agents of S.H.I.E.L.D. from a mediocre show to a good show... For a while at least.
Robert freaking Redford in a Marvel flick!
I chuckled when Fury said the last time he trusted someone he lost an eye. Damn you Goose!!!
Does everything you want from a sequel and more!

The Winter Soldier and Civil War have the best action in the MCU. I love the way the Russo brothers blend a grittier action aesthetic into a cartoony super hero movie. They really make these people feel like super heros. You feel the power behind every blow. I wished they stuck with that style through Infinity War and Endgame.
