'Le Havre' vertelt het verhaal van Marcel Marx, een voormalige schrijver en een bekende Bohemien. Hij heeft zich teruggetrokken in een vrijwillige ballingschap in de Franse havenstad Le Havre, waar hij als eervolle, maar niet al te winstgevende schoenenpoetser werkt. Marcel heeft zijn dromen over een literaire doorbraak begraven, en heeft een gelukkig leven binnen de driehoek van zijn favoriete bar, zijn werk en zijn vrouw Arletty, als het noodlot plotseling een minderjarige allochtone vluchteling uit Afrika op zijn pad brengt. Met als enige wapen zijn aangeboren optimisme en zijn niet aflatende solidariteit met de bewoners uit zijn wijk zal Marcel het opnemen tegen de visnetten van de politie, die zich steeds meer om de jonge vluchteling beginnen te sluiten.
