Tvůrci v čele s režisérem Shekharem Kapurem si vybrali pro pokračování předchozího snímku Královna Alžběta pro ně nelehké období let 1585-88, kdy panovnice bránila a ubránila Anglii před vojskem úporného katolíka, španělského krále Filipa II., ale kdy také dala popravit svou sestřenici, skotskou královnu Marii Stuartovnu. Film Královna Alžběta: Zlatý věk zachycuje titulní postavu jako sebevědomou, vzdělanou a odpovědnou vládkyni, uvědomující si, co všechno musí pro své životní poslání v zájmu země obětovat, ale i jako náladovou a někdy despotickou ženu, toužící po lásce, která se čas od času nedokáže ubránit pochybnostem, depresím a zoufalství. Kromě politického či mocenského konfliktu se autoři soustřeďují na intimní vztahy mezi tehdy dvaapadesátiletou královnou (tento věk ovšem tvůrci nezdůrazňují), její oblíbenou dvorní dámou a chráněnkou Bess a mořeplavcem, korzárem a básníkem Sirem Walterem Raleighem.
