تدور أحداث المسلسل عن (مقاطعة 21) التي تجاور قسم شرطة (شيكاجو)، وهى المقاطعة التي تتألف من مجموعتين مختلفتين، الأولى منهما تتمثل في رجال شرطة بزيهم الرسمي، والثانية هي وحدة الاستخبارات.
