Efter en komet karriere over kongresleder, senator og vicepræsident tabte den utrolig ambitiøse Richard M. Nixon i 1960 valgkampen til Kennedy. 8 år senere, på trods af vedholdende rygter om indblanden i mordet på Kennedy og CIA's mislykkede kup mod Castro, bestiger Nixon magtens tinde som De Forenede Staters præsident. Problemerne i det amerikanske samfund udvikler sig, modstanden mod Vietnam krigen tager til, ungdomsoprøret og utilfredsheden breder sig. Nixon begynder hurtight at føle sig afmægtig over for det enorme apparat, han er sat til at styre. I et desperat forsøg på at fravriste bl.a CIA og FBI deres enorme magt over alting, opretter Nixon sit eget hemmelige efterretningsvæsen. Det bliver starten på den lavine, der samlet kom til at gå under betegnelsen Watergate…

I 1972 kommer journalisterne Woodward og Bernstein lidt tilfældigt på sporet af en forbindelse mellem et indbrud i Demokraterne hovedkvarter og Det Hvide Hus, hvor republikanerne regerer. De to graver dybere og forgrener sig stadig højere i det politiske system. Efterhånden bliver journalisternes viden farlig - også for dem selv.

Da den vanærede præsident Richard Nixon indvilligede i at lade sig interviewe af tv-stjernen David Frost, troede han, at det ville være vejen til at redde sit plettede ry. Men David Frost, der var på jagt efter seertal og et navn som seriøs talkshow-vært, viste sig også at blive en af Nixons mest frygtindgydende modstandere. Han tvang Nixon ud i en boksekamp på ord, som fuldstændigt ændrede folks opfattelse af politik.
