Дія фільму відбувається у другій половині 1940-х років в напівзруйнованому післявоєнному Відні. Місто поділено на чотири зони окупації: Американський, Англійська, Радянський та Французький сектори, а центр міста, так звана, «Міжнародна зона», управляється усіма чотирма союзниками спільно. У місті, внаслідок нестачі практично будь-якого товару, процвітає чорний ринок, і орудують банди.
Ветеран в’єтнамської війни – Джон Рембо втомився від військових звитяг і оселився у буддійському монастирі. Але довго насолоджуватися миром не довелося: його колишній командир потрапив у полон, і Рембо вирушає його рятувати, вступаючи у відчайдушну та нерівну сутичку з ворогом, та заразом викриваючи корумпованих американських військовиків.
