天保十三年・初夏──。時の老中・水野忠邦の発した天保の改革によって、華やかなるもの贅沢なるものが御法度となった江戸の町。花火職人の玉屋清吉は、そんなご時世にあってもなお、まだ誰も見たことのないドデカイ花火を作ることをあきらめてはいなかった。江戸の片隅で花火を打ち上げては、役人から逃げ回る研究の日々──。ある夜、二匹の人外の獣が目付黒衣衆によって、捕らえられようとしていた、青い獣は撃ち取ったものの、白い獣は闇の彼方へ逃げ去ってしまう。白い獣を逃したきっかけとなったのが、誰あろう清吉の打ち上げた花火であった。次の朝、正体不明の美少女・ソラが清吉の前に現れ、「月まで届く打ち上げ花火を作って欲しい」と頼む。途方もない話に困惑する清吉だったが、お定めによって明るさを失った江戸の人々に再び勇気を与えようと、一世一代の大仕事に立ち上がるのだった。彼の住む風来長屋の住人は、大工、芸人、手品師、カラクリ師などひとクセもふたクセもある連中ばかり。人情味溢れる彼らと算学好きの弟・駿平の応援もあって、動き始めた途方も無い計画。果たして、清吉は見事花火を月まで打ち上げることが出来るのだろうか──？
