Mladá policistka Young-nam je po interním skandálu kvůli „nevhodnému chování" převelena ze Soulu do provinčního maloměsta jako nová vrchní inspektorka. Zde se setkává s ostřílenými muži, kterým bude velet i s neoficiálním vládcem města. Ten během dne drží ekonomicky město nad vodou a v noci se stává agresivním opilcem, co za tichého přihlížení všech bije svoji čtrnáctiletou dceru Do-hee. O tu se Young-nam rozhodne postarat, aniž by tušila jaký spád událostí tím uvede do pohybu. Do-hee se nezdráhá bojovat o své přežití zuby nehty a proti Young-nam se obrací veřejné mínění obyvatel, zvláště když se kolegové dozvědí, proč byla převelena a kdo je její půvabná ženská „návštěva".
