بعد الحرب العالمية الثانية، حينما كانت اليابان محتلة، وفرض عليها تغيير سياساتها. أدى ذلك كله إلى تغييرات كثيرة في الحياة السياسية والاقتصادية في اليابان، وكانت تقابل برفض من بعض الجماعات، وأدى ذلك كله إلى مصادمات كثيرة مع الشرطة. وبعد أن اتخذت بعض هذه الجماعات مسلك العنف في قتال الحكومة، أسست بدورها الأخيرة شرطة العاصمة، والتي تضم بين جناحيها النواة. وهي الفئة الأكثر تسليحًا وقوة داخل أقسام شرطة العاصمة المختلفة. في إحدى المظاهرات تفجر "إرهابية" قاصرة نفسها أمام أحد عناصر النواة، بعد أن عجز على أن يطلق عليها. وتبدأ القصة في الانطواء، وتكشف عن جماعات عميقة تتحارب فيما بينها داخل أقسام شرطة العاصمة. هل حقًا ينتصر الشر دائمًا في النهاية كما يقال في قصص البشر؟
