Zootropolis er navnet på en ganske særlig by, hvor dyr på to ben lever i fred og fordragelighed. Kaninen Judy Hopps har en drøm om at blive politibetjent, men hun har alle odds imod sig. Aldrig før har en kanin klaret sig igennem træningsforløbet, hvor konkurrenterne er langt større dyr som isbjørne og næsehorn. Gennem hårdt arbejde og en hel del snilde bliver kaninen den første af sin slags til at iføre sig politiskilt og blå uniform. Judy flytter fra sin lille fødeby ind til det larmende Zootropolis, hvor hun i første omgang bliver sat til at uddele parkeringsbøder. Lettere utilfreds med situationen kaster hun sig ud i det, indtil hun møder den snu svindler, ræven Nick Wilde. Da et mysterium om et af byens dyr ender på Judys bord, går det op for kaninen, at hun må arbejde sammen med Nick for at opklare sagen.
