County Durham, England, 1984. The miners' strike has started and the police have started coming up from Bethnal Green, starting a class war with the lower classes suffering. Members of a teenage gang are sent to the State Reformatory, presided over by the callous Thompson. Soon Patsy Gargan, a former gangster appointed Deputy Commissioner, arrives and takes over the administration to run the place on radical principles. Thompson needs a quick way to discredit him.

Captain Koenig (Helmut Dantine), the young German commandant of the occupying garrison, whose fanatic determination to do everything by the book and spoutings about the invincibility of the Reich hides a growing fear of a local uprising.
