Le 6 février 1995 à 20 heures un message radio de la Police d’Abidjan signale 2 braquages de véhicules suivis d’un meurtre. La victime s’avère être un officier de police judiciaire. L’enquête est confiée au Commissaire Kouassi. 39 ans. Licencié en droit. Nous l’avons filmé jour après jour pendant 3 mois et demi.
La procédure suivie est d’inspiration française. Mais les moyens et les principes sont rudimentaires. Les coups, la terreur, l’intimidation sont les seuls moyens utilisés pour découvrir la vérité. D’où un univers cauchemardesque, kafkaïen où des innocents dénoncés par un informateur peu scrupuleux s’avouent meurtriers pour faire cesser les coups. Des dizaines de suspects sont arrêtés, interrogés, malmenés au cours de l’enquête. En vain.
