The film, a parody of the novel Twenty Thousand Leagues Under the Sea by Jules Verne, follows a fisherman, Yves, who dreams of traveling by submarine to the bottom of the ocean, where he encounters both realistic and fanciful sea creatures, including a chorus of naiads played by dancers from the Théâtre du Châtelet. Méliès's design for the film includes cut-out sea animals patterned after Alphonse de Neuville's illustrations for Verne's novel.

With Pete Smith providing dry off-screen commentary, we watch some serious fishing: a marlin caught near Catalina, a hammerhead shark caught then wrestled in a small rowboat near Baja, the largest (721 pounds) great white shark caught to date in California waters, Chinook Indians catching salmon at Celilo Falls in Oregon - each with his designated place on the river where his ancestors stood, and, last, a crew on a boat off Mexico hoisting and hurling tuna using unbarbed hooks (baited only with a feather) as fast as they can as long as the school is there - backbreaking work - but a $25,000 catch.

In seguito il gabbiano affamato inizia a mangiare i pesci che Topolino usa come esche (vanificando anche i tentativi di Pluto di fermarlo). Topolino alla fine si accorge del ladro, e cerca di riprendersi le esche. Il gabbiano chiede allora aiuto ai suoi compagni, che inseguono Topolino e Pluto. Così il gabbiano può mangiarsi tranquillamente tutti i pesci.
