製作スタッフは漫画家の桂正和をキャラクター原案に迎え、監督はさとうけいいち、シリーズ構成は西田征史、アニメーション制作は「ガンダムシリーズ」で知られるサンライズが手掛けた。西田は本作で初のテレビアニメの脚本を担当、キャラクターの性格設定などから全てオリジナルで創作し実写的なストーリーを作り上げた。
