아쿠에리온을 움직이기 위해서는 머신의 기계생명과 감응·공명할 수 있는 '엘리먼트'라고 불리는 인간이 필요하다. 이를 위해서는 특히 민감한 오감과 순수한 혼이 요구되기 때문에, 10대 후반의 소년 소녀들이 파일럿으로서 소집되었다.
