Texas Rangers Tex Wyatt, Jim Steele and Panhandle Perkins are sent to the district of Rawhide to investigate the killings of several ranchers. Tex enters the town posing as a tramp while the other two Rangers join a troupe of itinerant minstrels.

The film tells the story of Chinese guerrillas fighting for the Allied cause in Burma during Early in World War II, Chungking schoolteacher Lin Yang is recruited to help with the dangerous mission of protecting the Allied supply line from Burma into China. Some time later, she is part of a group of Allied representatives departing from Lashio, on a bus traveling the Burma Road back to China. A bridge outage forces them to spend the night in a monastery along the way, and during the night they watch in horror as a supply convoy of trucks is bombed by Japanese planes. The timing and accuracy of the raid brings them to realize that either one of their group, or perhaps the priest in the monastery, is really an enemy agent
During World War II, Chinese guerrillas fight against the occupying Japanese forces. A young woman is the secret leader of the villagers, who plot to rescue two downed Flying Tigers pilots who are currently in the custody of the Japanese. The rescue mission takes on even more importance with the arrival of a Japanese general, which signals a major offensive taking place in the area.
Charley Gray is about to be released from the state penitentiary after serving a long term for the robbery of a government gold shipment. The gold was never recovered, so the Texas Ranger chief has Ranger Panhandle Perkins planted in the prison as Charley's cell-mate in the hopes Charley will tell him where the loot is buried. Charley has a map of the location but is afraid it may be discovered so, while Panhandle is asleep, he draws a copy of it on the sole of Panhandle's foot. Charley then destroys the map but intends to keep "Panhandle" close to him upon their release from prison. Charley makes Panhandle accompany him back to the town where the rest of the hold-up gang is holed up. They go to the saloon owned by Steve Martin, also a member of the hold-up gang, but Charley was the one who buried the loot before he was captured and Charley has no intentions of divulging the location of the gold. Ellen Williams' father has a valuable collection of furs and an outlaw gang is after them. Before he is killed, Williams hides a note revealing their location. The Texas Rangers are on the job and to get more information, they have Panhandle pose as an Indian chief.
Tex put the Kern gang away once but they have returned with reinforcements and have take over the town of Red Rock capturing the townsmen and forcing them to work for them in the gold mines. Dave and Tex then organize the ranchers into the Territorial Rangers. After blowing up the mines to keep the gang from getting the gold, they are ready for the showdown between the two sides.
