The ones that make me laugh the most are Gio and Dr. Nira. The Israel commando is too over the top sometimes. I don't find Billy Wayne Ruddick or Whizz Boy very funny either.

Colonel Erran Morad & Billy Wayne Ruddick Jr..but ALL are great! Missing Ali G, Borat & Bruno...but damn did those characters get too popular.

What about Ricky Sherman the ex-con, EDM Dj, Artist, and world renowned chef?
