It's been a long time since I've seen it, but I thought she was reigning since her husband died and now she was trying to pass the throne to Mia who would soon be old enough to take over.
At the end she says that since she was only royal by marriage it would pass on. That was why the McGovernians were there trying to take it away. Mia being the daughter of her son was the rightful heir. Still it seemed the people loved her and she was married to the king. I guess it doesn't matter in that country?
