The article you link to describes prizes being won for films in the post production stage ("disponibles para películas en plena etapa de postproducción"). Also this page from Guadalajara Film Festival describes processes that still needed to be completed at that time, such as VFX.
I do not think the 2019 Guadalajara Film Festival date should stay on this film's page, based on those two facts, but I'd like to get a second opinion from a moderator.

As it is explained in the Contribution Bible, only official public premiere screenings are allowed: "No test screenings, press screenings, private screenings, preview screenings, sneak peek (partial) screenings, advance screenings or special advance screenings."
The Guadalajara Film Festival screening is—as far as I can tell—a private screening of a partial film reserved for industry professionals. It therefore does not qualify as a premiere screening.
