If i was Hattie, i wouldnt allow him to use my full name and persona to do "dangerous" police work. What happens if some bad guys find out about this disguise he uses so frequently, go looking for "Hattie" and kill the real one instead? Theres no reason he should still be using her anymore but hollywood loves when a man (especially black men) put on dresses for comedy.
Reminds me of that madtv sketch that featured all black actors from movies where they were dressed as women (eddie murphy-mama klump, wayans bros-white chicks, tyler perry-madea, martin lawrence-big momma).

From a storytelling standpoint, it's to let people be familiar with "Big Momma". In a way it makes sense. If Malcom keeps appearing as "Hattie", people can know the movies better because they'll see it's a "Big Momma's" flick. But I don't see it being a problem where they still couldn't have Malcom come off as some OTHER fat woman who isn't real as opposed to Hattie Mae. In the first movie, it made sense. In the sequels, especially with them taking place YEARS later and the second movie even being set in CALIFORNIA, it made no sense at all.
