Takaki et Akari sont deux camarades de classe de l'école primaire. Au cours de leur temps ensemble, ils sont devenus des amis proches. Leur relation est testée lorsque Akari déménage dans une autre ville à cause du travail de ses parents. tout les deux luttent pour conserver leur amitié, alors que le temps et la distance semblent lentement les séparer. Lorsque Takaki découvre qu'il est en train de s'éloigner définitivement, il décide de rendre une dernière à visite à Akari.

The story takes place in the summer of 1980 in Brindisi, Italy. Martino is a young man whose father isn't giving him enough attention. His older brother and his friends, including Silvia, a young northern Italian who spends her holidays in the south of the country and has a romance with Martino. Young people tend to enter an American military base north, and Martino ends up finding a US military officer, Captain Clark, a good friend who teaches him how to surf.
The opening moments of "Psyche Out" introduce a young boy who craves the adventures achieved in the surf. The boy -- or at least his dreams -- seem like they could provide a recurring framing device for Walt Phillips' third film (following "Sunset Surf Craze" and "Surf Mania"), but that's the last we see of the boy or hear of ambitions. "Psyche Out" contains less poetic musing, travelogue, comic relief or similar stuff characteristic of surf films of the time, in favor of surf action at Malibu, Point Zero, Rincon and Steamer Lane. This is to the benefit of the film.
