La nostra storia è ambientata negli anni '60, in un Giappone post-bellico alternativo in cui il governo è presieduto dalla Germania, qui vittoriosa trionfatrice della seconda guerra mondiale e detentrice del potere assoluto. Il controllo del paese è ripartito tra tre forze principali: la polizia pubblica, il reparto speciale DIME e un gruppo di terroristi ribelli conosciuti come “La Setta”. In questo scenario di grave agitazione politica (il lungometraggio si apre proprio durante una sommossa popolare contro la polizia pubblica) si intrecciano le storie di Kazuki Fuse, membro dello squadrone d'assalto della DIME, e di Kei, una giovane facente parte del gruppo delle “Cappuccetto Rosso”, ossia donne e bambine incaricate dai ribelli di trasportare ordigni esplosivi. Their friend Stinky the Skunk (Santanón) however escapes and informs Little Red Riding Hood and Tom Thumb, who promise to help. Meanwhile, the Queen and her sister the Old Witch cast a terrible curse, turning villagers into monkeys and mice for trying to defy her magic. The rest of the story details the heroes' quest to conquer evil.
